The Vibrant Soul of Medellin: A Journey Through Comuna 13
Comuna 13 (or San Javier) is spread across zone 4 of Medellin and narrates a compelling tale of transformation amidst adversity.
1. Background narrative
During 1980s and 1990s, Comuna 13 was known as one of the most dangerous places on earth due to being infested with violent drug cartels and having served as the hub for drug trafficking. Moreover, part of the government’s efforts to make Comuna 13 a better place, it unfortunately became a stronghold for guerrillas, gangs and paramilitary groups, plunging this neighbourhood into a cycle of fear and violence.
2. Transformation
In 2002, Alvaro Uribe, the then president of Colombia, launched a large-scale military intervention, involving 3000 troops and aerial supports. This intervention aimed to restore law and order in Comuna 13, marking a turning point in the neighbourhood’s history. Following years of turmoil it has been recognised that Comuna 13 needs a long-term sustainable solution by linking this place to the rest of Medellin. The first step was the installation of escalators which stretched across 384 meters across the hill steep sides of the neighbourhood. The purpose of these escalators was to link the once isolated place with the rest of Medellin in order to offer basic services and opportunities to the population of Comuna 13. Additionally, these escalators represent a symbolic shift in perception such as the departure from an isolated place towards the empowered future, full of opportunities. The story of Comuna 13 serves as a powerful testament to the resilience and determination of its inhabitants. What was once considered a symbol of violence and despair has been transformed into a beacon of hope and renewal. The journey towards revitalisation was not without its challenges, but through collective effort and unwavering commitment, the community has overcome adversity and embraced a brighter future.
